Who We Are

Our founder and principal director, Steve Cowell, has 36 years of experience gained whilst working primarily for main contractors and joint ventures.

He is a highly skilled manager familiar with multi-disciplinary projects and developing these through their lifecycle.  

Steve applies this broad construction engineering, tunnelling, cost and programming knowledge to drive best value in terms of innovation, time, cost, risk and opportunity. 

In his early career he was a design engineer, resident engineer, tunnelling engineer, tunnels agent and construction manager responsible for several mechanised tunnelling projects in urban locations. 

He therefore possesses considerable hands-on experience of tunnelling construction and how this is managed, including knowledge of the relevant tunnelling standards. 

Steve subsequently undertook roles which included developing engineering solutions, temporary works & design management, planning & cost estimating for major projects and management of pre-construction teams.

Before founding SCC Ltd. he was the UK tunnelling estimating manager and regional head of pre-construction for J. Murphy & Sons Ltd.

As well as his in-depth tunnelling and construction engineering expertise Steve is commercially aware and has an excellent understanding of risk and opportunity management.

By nature Steve is a down to earth and pragmatic individual and excels in roles where he can have a real influence on the development of major projects.

He has always retained an active involvement in live projects and particularly in the early stages when critical decisions need to be made.

The projects for which he has been responsible encompass the water, utilities, energy and transportation sectors so he is familiar with the procurement methodologies used by a wide range of industry clients.

Steve is a member of the British Tunnelling Society, a former committee member and was also a committee member for the Pipe Jacking Association.
